To meet this demand, the entity that operates the universal domain extensions, ICANN, launched the .MOBI domain name extension in 2005. The first registrations were enabled in September 2006, and the idea behind this domain name extension is that all websites that use it should comply with specific regulations. In other words, all dot MOBI websites should be built to be opened faultlessly by mobile devices in accordance with the so-called “MWI Best Practices for mobile content” formulated by the W3C Mobile Web Initiative (MWI) in collaboration with the .MOBI Registry. These incorporate how a website is being navigated, the way it is being displayed (form and size), etc.

The regulations have raised some concerns because the generic top-level extension is the only one that specifies what devices must be able to open a website and the way in which this should happen, breaking the so-called principles of device independence, according to which a web page should be designed in such a way as to be accessed by most web browser applications and devices, be they mobile or stationary.
